  Is there some more details about the error message? Can you post it. I had some issues in the past complaining about not being able to access google's sdk site. And those were mostly related to HTTPS certificate and something along those lines.

• @NaveenKohli For 1) there is no message - just grayed options.
  For 2) I got 3 messages like:
  Android SDK Setup (Api Level 23)

  The following package(s) were not downloaded: build-tools-23.0.1 android-23. Please check your internet connection and try again.

  I got these messages two or three times with each Repair or (re)Install of VS 2015. I think the 'internet connection' is a red herring.

  This does sound familiar. Repair/Reinstall VS2015 is not going to help here. Launch Android SDK manager directly. In your android SDK folder, there should be 'SDK Manager' executable. If you don't have it, then you really don't have SDK installed. But if you do have it, launch it. Under Tools there is options menu. In that dialog box, there should be an option to force HTTPS to use HTTP for download. Try that option.
  If all else fails.. Next option will be to install Android Studio from google. It should take care of things for you.

• I have the same problem :
  In Xamarin Forms (with Visual Studio), I launched Tools / Android / Android SDK Manager then I installed all files under API 23. Then my code runs but after that, the menus become grey.

  Then I launch SDK Manager.exe in C:Program Files (x86)Androidandroid-sdk, I have :
  Failed to execute toolsandroid.bat
  the specified file is not found

  I just coped this issue:
  1. Find C:ProgramDataMicrosoftVisualStudioPackagesAndroidTools,version=25.2.5.3tools_r25.2.5-windows.zip
  2. Unpack tools folder to C:Program Files (x86)Androidandroid-sdk

  I think actual names for the zip file could differ in your case.. I have Windows 10 and VS 2017

Your JDK and Android NDK Locations paths might be properly set but SDK might be not set. Even i had the same problem. I solved it in three steps . If you have the same problem as shown above Image,then follow these steps.
1. Click on Change, it will show Folders.
2. Select this Path ****C:Program Files (x86)Androidandroid-sdk****
For all the systems, the SDK will be located in this location only.
3. Click on Ok. now your Android SDk manager will be in Enable. Your Problem will solve.

Incase your android-sdk not located in this place, then you need to search for android-sdk where it is located.
If you dont find android-sdk in C Drive, it may not be installed properly.
Here we have two Options.
1. Open vstoolsforxamarin.exe and select the tools which we need and update them (or)
2. You can install android-sdk manually
